they want to know why miriam carey sparked a chase and deadly shooting. megan mcgraph has the latest on the investigation. good morning. >> reporter: good morning, barbara. things are returning to normal here on capitol hill, as normal as they can be in the midst of a government shut don. the roady reopened and 34r50es finished documenting the scenes. they are focusing on the question of motive. what was in the find of miriam carey? a pop up security barrier damaged during the high speed chase still in the up position this morning. the only physical sign of thursday's chaos. it was chaotic. a high speed chase from the white house to the u.s. capitol. behind the wheel of the black infiniti, 34-year-old miriam carey of connecticut. also in the car, carey's

1-year-old daughter. police say carey hit a security barrier at a check point and struck a service service officer and then took off. they captured police with guns drawn. they surrounded the car on the westside of the capitol, but carey hit the gas and escaped as police opened fire. around the block on maryland avenue, another round of gunfire. carey crash and later died. her daughter was not hurt. for people who work in the area, there mixed feelings about going to the office today. >> i do feel safe. i'm here for now. i feel safe. i walk these steps every day and i'm fine with it. >> people are not prepared and something like that happens, it could be a life. >> as things return to normal on the hill, details emerge about

miriam carey and her mental state. law enforcement told us that carey may have thought that barack obama was stalking her and she had a history of mental problems. the 34-year-old dental hygienist may have been suffering for postpartum depression. now miriam carey was unarmed. all of the shots fired in this incident were fired by police. on capitol hill, news 4, back to you. >> thanks. we are getting our first look at the 1-year-old girl inside that car during this whole ordeal. she was taken to the hospital after the incident, but was not injured according to police. we will hear the latest from miriam carey's home in connecticut including what one of her neighbors had to say about her. >> the offices protected the capitol are not getting paid.

they are considered essential so they won't be furloughed, but at the same time their paychecks are being delayed because of the shut down. they will receive the money they earned during the closure, but not until it's over. lawmakers are able to put aside differences yesterday long enough to thank the men and women who protected them. >>. >> i join the majority leader in expressing our gratitude to the capitol police. >> the last check for most federal workers comes today. the house could vote this morning to approve back pay for all furloughed workers. we will have more on the government shut down this a minute, including how it is impacting veterans and what lawmakers are doing to put an end to it all. first, at the live desk, we have breaking news. >> we have gotten word about a school bus that rolled into the

ditch in baltimore. we will show you the picture just coming in. details are sketchy, but here's what we know. 11 people were on board. six have been transported. they include five children ages 11 to 14 as well as the bus driver. we understand according to baltimore county fire chief robinson, there may be minor 's, but the kids were just shaken up. some have been picked up by parents and we are told the bus was traveling south on green spring avenue. from the live desk, barbara? >> thank you. a quick check of the weather and summ summer-like weekend. we have the first forecast. tom? >> it looks like autumn and we have color showing up and the trees are changing and it's feeling like summer. look at the summer-like haze. that's a live view from the

storm team 4 sky watcher camera. it turned more humid. the camera is from washington looking into northern virginia. falls church there in the middle and on the horizon, there is tyson's corner and hazy sunshine as well. temperatures past 11:00. our warming up quickly. we are near 80 degrees across parts of northern virginia and into maryland in the 70s. upper 70s in washington and breeze off the bay. on the eastern shore, upper 70s to near 80 degrees. when is this pattern going to end? your seven-day outlook and chances for rain along with the latest on karen. barbara? >> the house and senate are in session and trying to finally end this government shut down. house republicans have been meeting this morning to discuss

their strategy. we are not hearing of progress towards a deal and democrats say that's because republicans can't get on the same page. here's a live look at capitol hill where workers are spending today. they are there at this rally to demand an end to the shut down that kept them out of work. a new push to make sure veterans get compensation in the shut down. news 4's richard jordan joins us live from the world war ii memorial. tell us about the scene going on there. >> barbara, there is disappointment and frustration with congress that there has not been a resolution to lift the shut down and many of the memorials and monuments are close you can see they are getting by and going past the barrier. they are not being bothered. that doesn't seem to affect anyone. the commander said veterans are

feeling the impact and call centers and crisis hotlines that help the post traumatic stress disorder are not operational. no one is answering the calls. the concern is what's going to happen in the next week or two if the shut down continues. what that means for benefits and tensions. the world war ii memorial became the battle ground for the fight between veterans and congress. many came here and crossed the barrier to be part of an honor flight and pay respects to their fellow service members. it is with that tenacity that they will continue to fight until there is an end to the shut down. >> if this continue, by next month it will be a major issue. it will be disability and retirement checks. a lot of things affect what they are going through right now. >> there in the distance, you

can see the lincoln memorial. people are not allowed on to the upper steps or close to the statue. they are kept at a distance because that is blocked off and here the world war ii memorial is being blocked. people are able to get closer here and take a look around. we are seeing visitors and tourists making their way here. the veterans said they are not holding anyone in particular responsible for the shut down. there is enough plame to go around and they blame the president, the house, and the senate and are not taking sides, but hope there will be a resolution soon. richard jordan, news 4. >> the government shut down is preventing us to find out what the nation's unemployment rate is. they are not releasing the september jobs report because of the lack of funding. they haven't set a new date either. we will just have to wait and see. it's nine after 11:00.

the government shut down will keep president obama from visiting asia next week. the trip already had been shortened with white house cancelling stops in malaysia and the philippines. now the president's plan to attend economic summits in indonesia called off. secretary of state john kerry will attend in his place. he is in asia arriving in bali after visiting japan yesterday to talk about defense initiatives. he is attending a day long meeting with the asia pacific

economic cooperation. kerry plans to visit all of the countries where the president was scheduled to stop. >> we are getting an inside view of the republican strategy in the shut down thanks to comments caught on an open microphone. take a listen. >> i'm all wired up here. >> i go over and over again, we are willing to compromise and negotiate. i hope they tested and we won't negotiate. i think it's awful for them to say that over and over again. >> i do too. i came back from this two-hour meeting with them and that was basically the same view. >> i think if we keep saying we wanted to defund it and we fought for that and we are willing to compromise, we are going to win. i know we don't want to be here, but we are going to win this. >> that was kentucky senator rand paul talking to mitch mcconnell who is miked. the exchange was caught before he did an interview with our nbc

affiliate in western kentucky. paul said publicly he wants a compromise, but he also wants a year delay of the health care law to be a part of that compromise. with more on the chance of compromise, good morning. >> good morning to you. >> what do you think? is anybody winning on either side of this debate? >> i'm always willing to compromise. we will see. the thing is it doesn't seem to be a lot of other people willing to compromise. the president, it's hard for democrats to feel like they need to compromise. this is a bill that passed. it went into law. the president won reelection and they are wanting to say you need to do something about your healing care law in order to reopen the government. i think president obama's democrats are not going to give in. they see that as unreasonable.

>> rand paul said we are going to win this. you think they can? is this tunnel vision on the part of republicans? >> a big part of it, there is an echo chamber where if you are constant low going it a source of information that will agree with you and they say you are right, you can think you are right. i think it does depend on how it's framed. they are showing they want compromise. we saw that in a poll yesterday. overwhelming majority is on compromise. if they are perceived as not compromising, it would be

if the shut down continues, those things are not accessible, you want to go for a hike one weekend in shenandoah and they say sorry, can't go. people might start to get irritated with this. not just the fact that 800,000 federal workers may not have a paycheck in a week. that's a big deal. >> i want to move on to virginia. ken cuccinelli caught up in a shut down. >> he came out and said he is against the tactic in the house right now. they shouldn't be strangling the government. he realizes that this again could be a potential problem in places like northern virginia and norfolk and places like that. if you are for the shut down with so many people tied to the military and so many people tied to defense contracts. >> he can't sound like he's in favor of the shut down. >> ted cruz is coming to virginia supposedly to help him. >> right. that's again a delicate dance

many fema workers will be headed back to work. right now weather warnings are out along the gulf coast as tropical storm karen inches closer. it could reach hurricane force by tonight and landfall tomorrow night. beach businesses are closing up shop and workers are moving guard stands and chairs off the stand. many louisiana towns are making sure pump stations are ready in flood-prone neighborhoods. oil and gas companies are moving out workers. storm team four has been watching the storm. we were talking about it the other day. >> it could affect our weather the first part of next week. look at karen now. it has been more intense as we got through the morning hours as far as rainfall is concerned. the winds have weakened. the amount of convection activity, the thunderstorm activity around it is increasing. it is going to come ashore. this is the latest track that

came in moments ago from the national hurricane center. it may be coming ashore east of new orleans. this would be the position at sunday 7:00 near mobile, alabama. late is saturday night could have winds at 60 or 65 miles an hour. it may be minimal when it comes to shore. it will remain as a tropical storm. then the track after that does head off to the north and east up through the carolinas. later on monday and monday evening, it may be near the mouth of the chesapeake bay. we will have a front coming through as well that may give us rain along with that. we do have clouds rolling in from the west right now. that is blocking the sun. it's not as warm yet in the shenandoah valley. they are in the 70s. closer to washington, temperatures in the upper 70s to near 80 as well as northern virginia. culpepper at 82. highs in the afternoon should reach the mid-and upper 80s here

for our force that is unusual. a light wind accompanying the clouds coming and going. highs reaching the upper 80s around the region and forth and west of washington for highs near 80 near the chesapeake bay with i breeze off of the water there. as we look at the temperatures for the evening, it will be dropping down bo into the 70s. if you are heading out on this saturday night, meanwhile on saturday and again on sunday, big kid fest going on. fall or fairfax festival on sunday and the forecast for that, it is going to feel summer-like on saturday and sunday. both locations at the government center for the kid fest should be in the 80s saturday and sunday. this is what we are looking like. highs in the upper 80s and again tomorrow, mid 80s on sunday. then the rapes moving in from a front on monday and perhaps monday evening into tuesday, some of the remnants of karen's

republicans and the house will vote on a bill that would give furloughed workers back pay when the government shut down is over. during the same press conference, an angry john boehner declared this is not a game. take a listen. >> this is not some damn game. the american people don't want their government shut down and neither do i. all we are asking for is to sit down and have a discussion and to bring fairness and reopen the government and bring fairness to the american people under obama care. it's as simple as that. it all has to begin with a simple discussion. >> boehner is privately telling republican lawmakers earlier that they are anxious about the fallout from the government shut down. he said he would not allow potentially more crippling default to take place as the atmosphere turns tense today.

the republican-led white house finances agencies and programs on a piece meal basis. this is a strategy that the democrat and the president rejected. the president himself canceled a trip to asia to stay near washington to push for resolution to the shut down situation. i'm pat law at the live desk. back to you. >> earlier in the newscast we saw veterans at the world war ii memorial and nowee see more at the vat no,ma'am war memorial. >> you see here the vietnam memorial than at the world war ii memorial with lots of confrontation. the gates were up and there were two park rangers here turning people away and wouldn't let anyone go in and a group of vietnam veterans showed up. they confronted the rangers and explained they wanted to go down and they asked them to respect the federal closure and they stepped out of the way. the veterans then moved the barricades and went down to paid respects to the wall and at that

point tourists and everyone else here just started filing in. the rangers have long gone, but in the past few minutes, you see park police have showed up. we saw this officer sitting about 20 yards away from the wall. he got on the radio and just arrived. so far they are not stopping anyone from coming through. it was a group of vietnam veteran who is moved the barricades saying they were not going to let a shut down stop them from honoring fallen comrades. that's the latest from the vietnam memorial. news 4. >> thank you, mark. millions of managers may have to find a new way to feed their babies if the shut down drags on. the a federally funded wic program may run out of money. states say they only have enough money to keep the program through the end of october. about nine million women and children could be affected if the program runs out of money.

we were able to use forehead skin to reconstruct the nose. this is unique in that they are growing the nose first and they are able to swing it into the position of the nose. the skin mass is great and it's good tissue. >> have they cloned his nose to grow there? >> no, they reconstructed it on his forehead. he had an infection and lost 50% of his nose. >> they have to take bone and cartilage for somewhere else? >> they put it into the skip and grow the nose and once it agrees, they swing it around and it has a blood supply. when it heals, they will interrupt that blood supply and close the donor area. >> this is important to people in asia? >> unfortunately in some parts of the world it's a legal

punishment to uh cutoff the nose and ears. we have a young lady who -- we have a picture of her on the cover of "time" magazine. she was married to an abusive family and tried to run away. her punishment was they cutoff her nose and ears. they ran into military team and they brought her here and reconstructioned her nose rksz of, as you see. it changed her life. >> a beautiful woman. what do they say for patients who have cancer and other problems and they talk about the cosmetic possibilities of this as well. >> sure. the most common, the nose is the most commonly injured facial bone. a lot of people lose noses due to melanoma. it's important for reconstruction. trauma, dog bites, fortunately we are not seeing a lot of

amputations in the western society these days. it is an area where there is a big need. we know we have been talking about-face transplants and sometimes it's just the nose. that's the most common area. >> it heals quickly? >> again, mainly for basal cell cancer. you can use the cartilage and swing it around and people look normal after cancer. >> the nose job will remain as it has been for all these years. >> absolutely. this is not what people cosmetically use. this is for trauma or cancer. >> all right. so much for our new nose. >> another great event. thanks to microsurgery. >> absolutely. we thank you for telling us. >> it could be slow moving on metro. we will help you plan ahead and healthy meals. kids are going to love this

they have beautiful fall colors, how these trees are being pulled down by the weight of the snow that fell overnight. it's more powdery right now. we have power outages in place and the real issue is going to be over in south dakota. we have blizzard warnings and one got a civil defense emergency. they don't want everybody out on the road. they had thunder snow and parts of two major interstates shut down. even for this much snow. >> don't bring out the sleigh bells yet. >> not yet. >> this is the middle of october, my gosh. >> stay warm. it will be 50 soon. >> and before you make weekend plans, there closures along metro that you need to worry about. five stations will be closed in the heart of d.c. red line trains will not run

between north and union station. the free shuttle buses will run instead. although those stations will serve other lines, things will be back to normal they tell us monday morning. meanwhile stocks are higher this morning despite day four of the government shut down. let's check in with hampton with the latest on that. >> how are you doing? seeing that snow in wyoming, we just bring it here to washington to shut down the town and make it official. meanwhile we have stocks in positive territory moving higher on the news on the public offerings. back on the government shut down, the dow is up 27 and the nasdaq is up 21 and the s&p is up five. in corporate news, chicago-based chain pot belly launched the $105 million public offering on the nasdaq exchange today.

it will trade under the ticker pb and that's up more than 125%. trading around $31 per share after opening at about $14 a share. not far behind twitter, the social messaging service revealing plans late yesterday to raise up to a billion dollars by going public. there is good news and bad news for potential investors and revenue more than doubled in the first six months of the year, but net losses grew to $69 million because expenses shot up. in the years that twitter has been operating, it has grown from a shaky start up to a social media 23e nom none. the 140 characters are used by 215 million monthly active user who is tap out more than half a billion messages a day. twitter values itself at just under $10 billion. no decision has been made as to whether to list on the stock ek

meatballs. >> what are you making here? >> quinn wa is a big thing lately. people want to have the starch without the gluten. this is made with the flour and coconut, organic apple sauce in them and this is an item that we serve on the new menu that was also an inspiration from the kids. >> if you want to make these at home, you don't substitute regular flower? >> the quinn wa and i had the apple sauce do it because it had a bitter taste. i want to compensate. they are available for anyone who wants it. >> i want to see. will you tell us if this tastes as good as it can get? >> yeah, he loves them. >> i'm curious to see what he said about them. >> we put banana says on it.
